My name is Elizabeth Upshur and I am a 51 year old queer disabled woman. I am currently being “protected” by the Oakland Police Department.

Unfortunately, this protection has been provided in the form of harassment without my knowledge or consent. Oakland police officers park around the corner from my home and monitor me with the use of a drone. They have also hacked my network and computers and accessed my password manager. They are able to control the situation through harassment - i.e. if I do something they don’t like, they harass and intimidate typically through the use of sexual harassment. Despite clear civil rights violations, this appears to be a standard practice backed by the police, courts, and local government.

Why is this occurring?

Ironically, I was the victim of harassment while attending online classes at a local university. While I have been given very basic information by the police, I have not been given specific details and I have seen no official documentation, meaning that I cannot be sure that the information I have been given is accurate.

The harassment began spontaneously in October when a long-range acoustic device was pointed at my apartment and I was forced to leave my home, travel through Southern California and Mexico, before finally settling in North Hollywood Park for two months where I was denied medical care and forced to sell my car. I was also subjected to an acoustic device and the use of a microwave-based directed energy weapon.

I returned home in late December, but have continued to experience harassment since that time. The situation is highly stressful. I am still not allowed full access to medical care and experience sexual harassment by the police multiple times per day. At this point, there has been significant psychological, financial, and physical damage to such a degree that I would say the situation is more one of chronic abuse than of harassment.
